The statement that a broadcast network without a DR (Designated Router) or BDR (Backup Designated Router) can operate normally is indeed false. In OSPF (Open Shortest Path First) protocol, on broadcast networks such as Ethernet, the role of the DR and BDR is essential for reducing the amount of routing traffic within the network. The DR is responsible for generating the Link State Update (LSU) packets that include routing information, while the BDR acts as a backup in case the DR fails.

Without a DR or BDR, every router on the broadcast network would need to form adjacencies with every other router, leading to excessive routing updates and significantly increased bandwidth consumption due to constant flooding of routing information. This could result in network instability and inefficiency. Therefore, a broadcast network functions optimally only when a DR and BDR are elected and actively manage communication between routers.

The other statements are true in relation to the roles of DRs and BDRs. DR others, which are routers that are neither DR nor BDR, do indeed establish neighbor relationships primarily with the DR and BDR to efficiently manage the transmission of routing information.
